GUIDELINES FOR VOCATIONAL TRAINING TO SHG MEMBERS OF  BANGARU AMMAIYAR NINAIVU MAHALIR THITTAM (MATHI)

A. OBJECTIVES

To train the Self Help Group members to upgrade their combined Trade and Business related skills and earn  higher income  through which they   can  improve  their  economic status.

B. SYLLABUS

Syllabus prescribed by TNCDW, consists of the following heads:

1.      Motivation to take up EDP and exploring opportunities.

2.      Skill training and exposure.

3.      Business Accountancy, Profit & Loss accounts, Audit   and Business Mangement.

4.      Marketing avenues, customers, quality, price , variety of goods

C.  QUALIFICATION

Self Help Group members   functioning under MaThi interested in VTP. The trainees need not be form the same group. Women from varius groups may form a batch  for a specific  trade.  Final selection will be jointly done by the respective Project Officer & the selected Training Institution.

D.TRAINING INSTITUTIONS & QUALIFICATION

NGOs approved by Dew, Leading polytechnics/ Education  Institutions/ community polytechnics with following facilities:

1. Training facilities

2. Skilled Resource persons

3. Financial Soundness

4. Previous   experience in Training

E. SELECTION OF TRAINING INSTITUTIONS AND TRAINEE

The applications in Form No.1 received from the Training Institutions will be furnished to the respective Project Officer.  Each applicant institution will be pre-appraised by a Team nominated by MD/Executive Director & will furnish their  recommendation  to the respective Project Officer (MaThi).  The SHG women interested in VTP will apply in Form No.2  to the respective Project Officer (MaThi).  The applications of the Training Institutions will be scrutinsed and selected by either of the following committess, depending on the duration of training.

      (1)   When the total training period is within one month:       

1.      Project Officer, MaThi

2.      AGM, NABARD

3.      Manager, District Lead Bank

 (2)   When the total training period is more than one month 

1.  District collector                -  Chairman

2.  P.O Mathi                                        -  Member Secretary

3.  P.O . DRDA                          -  Member

4.  AGM, NABARD                      - Member

5.  Manager, District Lead Bank          - Member

F. PATTERN OF ASSISTANCE

(a)  When the total training period is less than one month:

(1)    Rs 25/- per day for Trainer for food and travel.

(2)    Training fee of Rs 30/- per day per trainee will be paid to the

       Training Institutions .This will include:

i)  Trainer fee

ii)  Raw material cost including  stationary

iii) Contingencies ( Rent, Electricity etc.)

               (3)    Rs 20/- per Trainee OR the actual whichever is less for exposure visit   payable to the Training Institution  T.A. of Rs 20/- will be paid the each SHG member.

 (b) When  the Training period  exceeds one month:

(1)    Training from 10.00A M  To 5.00 P M for 5 days in a week should be conducted

(2)    Monthly stipend Rs 300 /- per trainee

(3)    Trainer fee at the rate of Rs 200/- per trainee per month based on the sanctioned strength. (In case  of dropout trainer fee will be paid  on the sanctioned strength.)

(4)    Raw material cost of Rs 75/- per trainee for month or the actual whichever is less  based on number of trainees attending-payable to the training Institution.

(5)    Contingency  Rs 50/- per trainee per month payable the training Institution based on sanctioned  strength.

G. OPERATIONAL GUIDELINES        

Will be implemented as per the sanction orders issued by MD/ED of DeW.

CHECK LIST FOR
VOCATIONAL/SKILL DEVELOPMENT TRAIING PROGRAMMES.

Attested copies of the following:

  1. Filled in NGO Format.
  2. Registration Certificate of Society/Trust
  3. Latest Renewal Receipt if Society Act/Income Tax Clearance Certificate If Trust Act
  4. Memorandum & Bye-laws of the Organisation
  5. List of Committee Members with designation & Address
  6. Annual Report for last 2 years
  7. Last two years Balance Sheet & Audited Accounts
  8. Previous activities and achievements of the organisation and on-going Training programmes and source of funding
  9. A brief note on the proposed training programme
  10. Budget for the proposed training programme
  11. Detailed course syllabus for the proposed training programme
  12. Class timings – No. of hours per day/week/month and total hours for the Entire course
  13. Place of the proposed training programme with the land mark of the location
  14. Marketing viability, employment potentials for the proposed training programme And assurance for placement after completion of the training programme (with Supportive documents).
  15. Details of existing staffing pattern of the organisation
  16. Certificate from the Bank wherein the operational Bank Account is maintained By the organisation stating the no.of years of operation
  17. Attested copy of F.C.R.A. Certificate
  18. A self declaration of the NGO/Institution that they have not been blacklisted. Additional items for verification for NORAD/STEP Schemes:
  19. Per-Capita grant requested (Maximum Rs.8,000/-)
  20. Ratio of grant requested and NGO’s share
  21. Ratio of Non-Recurring/Recurring (Maximum 40% : 60%)
  22. Documentary proof for marketing tie-up (atleast from three dealers)
  23. Invoices for machineries
  24. Whether the project is ratified by the concerned department(wherever necessary)
  25. Working sheet for the requirement of working capital
  26. Eligible educational qualification for the trainees.
