Sub : TNEPRP – Selection of 3 specialists for TNEPR Project –Roles and Responsibilites- Regd.

Tamil Nadu Empowerment and Poverty Reduction Project (TNEPRP) is proposed to be implemented by the Government of Tamil Nadu with the assistance from World Bank. The TNEPRP has been envisaged to encompass the initiatives undertaken by the government to immediately address poverty, livelihoods and empowerment issues in the state. The project aims to bring about rapid change in the social and economic empowerment of the poor and disadvantaged people in rural Tamil Nadu, in order to improve their livelihoods and quality of life. 

The overall goal of the program is to reduce rural poverty through support for productive activities and investments, using the Community based Demand Driven approach. The objectives of the proposed project would be to improve livelihoods and empower the poor through:

(a) building pro-poor local institutions/groups; and 

(b) financing productive demand-driven sub-project investments.

As a part of the project it is proposed to recruit 3 Specailists as part of core team for the state headquarters at Chennai. The roles and responsibilities of three specialists are given below:-


I. HUMAN RESOURCES AND ADMINISTRATION SPEALIST : 

Roles and Responsibility :- 

  • Will co-ordinate with the HR agency to support recruitment and selection of all the team members.

  • Will be responsible for development of performance appraisal mechanism of the project team in consultation with HR Agency.

  • Will Co-ordinate with the HR Agency to complete the tasks as per TOR.

  • Will be responsible for implementing the HR strategy and HR development plan for the project staff

  • Will look after the day to day administration of the Project Office and affairs of the team members and organize events involving the State team.

II. BUSINESS DEVELOPMENT AND PARTNERSHIP SPECIALIST

Key Roles and Responsibilities : 

  • Will be responsible for guiding the districts teams on selection of potential livelihood sectors based on market potential & information. 

  • Will co-ordinate with various external agencies for identifying new markets for the products envisaged in the business plan.

  • Will be responsible for providing marketing support to the products produced by SHGs in the project area.

  • Will be responsible for providing marketing support information and linkages in the corporate sector and other partners to provide sustainable marketing support to SHGs.

  • Will identify agencies /organization that can hand hold select economic activities of the SHG/EAG and arrange for their support.

  • Will co-ordinate with other Govt /Non-Govt sectors for synergising the project with other departmental efforts at various levels. 

III DISABILITY AND VULNERABILITY SPECIALIST

Key roles and Responsibilities : 

  • Will work in cohesion with the district team to monitor the implementation of the Disability and Vulnerability plans.

  • Will liaise with external agencies involved in Rehabilitation of disabled to provide facilitating services for the disabled groups/federation of disabled groups.

  • Will be responsible for helping the district team to federate various disabled groups.

  • Will help the district team to federate the vulnerable sectors which includes the deserted women/widows/tribals/ultra poor etc.

  • Will help the district team to achieve the activities contemplated in the tribal sub plan and special component for Disabled & vulnerable.

  • Will Co-ordinate with Resource Agencies for Disabled and Tribals and organize 
    training on specific livelihoods and support to the Disabled and other vulnerable.
