Tender calling for Expression of Interest
For the Conduct of Study on testing Monitoring & Evaluation
component in JSDF pilot villages
in TNPVS, Tamilnadu, India
1. The Project Director, Tamilnadu Pudhu Vazhvu Society, Government of Tamilnadu has applied for a grant from the IDA and intends to apply part of the proceeds of this grant under IDA to payments under the contract for conducting study on testing monitoring and evaluation component in JSDF pilot villages.
2. The project and the services to be provided are briefly detailed below.
2.1.Key Objectives of the Project
The objectives of the proposed project would be to improve livelihoods and empower the poor through: (a) building pro-poor local institutions/groups; and
(b) financing productive demand-driven sub-project investments.
3.Govt.of Tamilnadu requested World Bank assistance to provide support for testing the approaches outlined in the project design under the Japan Social Development Fund.
The Objectives of the JSDF Pilot are to:
a. develop a better understanding of the capacity of local governments in village planning and implementation of rural development programmes, financial management, community based targeting, public administration and of the role that self help groups and other community groups can play to make these processes more equitable;
b. build the capacity of the local governments in these areas and
c. support selected pilot local governments to prepare and implement development plans with a focus on improving the delivery of services.
4. The grant will help in testing the different approaches envisaged in the main project TNEPRP which is going to be implemented soon.
The JSDF pilot will be implemented in 10 villages of 8 project districts, out of which in four villages, the panchayat model and in six villages, an inclusive local institution model, viz. Village Poverty Reduction Committee model will be adopted. While the major strategies would be the same in both the models, more thrust will be given to the capacity building of the community and Panchayat leaders in the latter model. 5. The need and objectives of M&L pilot experiment
The TNEPRP management has decided to test the M & E framework developed for the project, under the JSDF pilot to ascertain the efficacy and practicability of the components of the M&L framework, especially performance monitoring, institutional performance tracking and internal learning. The testing will be done in five villages, of which four will be in contiguous locations.

6.The Project Director, TNPVS, Tamilnadu now invites eligible consultants to indicate their interest in providing the services . Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.,) Consultants may associate to enhance their qualifications.
7.A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants by Bank Borrowers,Jan.1997 and amended upto May 2004.
