For the setting up of Management Information System

1. The Project Director, Tamilnadu Pudhu Vazhvu Society, Government of Tamilnadu has applied for a grant from the IDA and intends to apply part of the proceeds of this grant no: TF 053162 under IDA to payments under the contract for the setting up of Management Information System.
2. The project and the services to be provided are briefly detailed below.
2.1. The objectives of the proposed project would be
(a) to improve livelihoods and empower the poor through: (a) building pro-poor local institutions/groups; and
(b) financing productive demand-driven sub-project investments.
2.2. The project would consist of the following components/subcomponents:
(A) Village Livelihood Program
A1. Forming and Strengthening Local Institutions
A2. Village Fund
A3. Gram Panchayat Incentive Fund
(B) District and State Support to Village Livelihood Program
B1. Capacity Building at the State and District level
B2. Support for Livelihoods
C) Project Management including Monitoring, Evaluation and Learning.
2.3. The project will be implemented over 6 years and in 15 districts (names will be given later) and 70 blocks covering approximately 3,50,000 rural households scattered over 2300 Gram Panchayats.
3. The MIS based performance tracking system is intended to track the progress of the project in different components at select intervals. Therefore, a computerized MIS would be absolutely essential to facilitate performance tracking on a continuous basis. The project, therefore, intends to engage an agency / consultant to design computerized Management Information System (MIS) useful for tracking the performance of the project. The MIS system should preferably be web based and provide query based analysis of data for each user level. The MIS should also capture data tracking and provide alerts for inconsistency in data.
4.Scope of Services
The Consultant’s tasks will include but not limited to the following:
a. The first stage of the consultancy will be to define the User Requirements Specifications for the computerized MIS based upon the business requirements of TNEPRP at all levels – Community, District and SU levels.
c. Design and Develop a "Cluster based" and “District based” computer-based information sub-system at the District level that responds to the needs for improved Project component planning and implementation management of the Project.This sub-system should cover project inputs/output for planning, implementation, and monitoring and learning.
d. Design and Develop a computer-based information sub-system at State Unit to answer state level needs for information to improve project management. This sub-system could mainly be a consolidation module as almost all the actual data entry and implementation tracking is expected to be done at the district level.
e. Define a paper-based sub-system that communities can use to improve the management of the demand driven sub-projects to facilitate the linking of community actions with supervision and support activities at District levels.
f. Develop test procedures for the developed MIS software which must also include procedures for the overall modular software testing (acceptance). The MIS should be fully tested (at the program level, sub-system level and the overall MIS level) for all functionality before its acceptance by the project.
g. Prepare documentation that will be used to maintain the system. The documentation will also be used as technical reference manual for IT staff.
h. Develop user guides to go with the system (covering all the sub-systems at District and SU levels.
i. Install and test the sub-systems in at least 3 districts and the SU The testing should ensure that the MIS linkages between the districts and the SU work correctly.
j. Propose a methodology for system delivery.
k. Ensure that Training and Support issues are addressed and prepare a strategy for local and on-line support.
l. Provide one-year technical assistance in post implementation and maintenance after commission of the district-based MIS
5. The Project Director,TNEPRP, Tamilnadu now invites eligible consultants to indicate their interest in providing the services . Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.,) Consultants may associate to enhance their qualifications.
6 consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants by Bank Borrowers,Jan.1997 and amended upto May 2004.
