Tender calling for Expression of Interest 
For the engagement of Capacity Building Agency 
In TNEPRP, Tamilnadu, India
Grant no: TF 053162 under IDA
(PHRD Grant)

1. The Project Director, Tamilnadu Empowerment and Poverty Reduction Project, Tamilnadu, Government of Tamilnadu has applied for a grant from the IDA and intends to apply part of the proceeds of this grant no: TF 053162 under IDA to payments under the contract for Capacity Building Agency Consultancy.

2. Tamil Nadu Empowerment and Poverty Reduction Project (TNEPRP) is Govt. of Tamil Nadu’s initiative to reduce poverty and empower the disadvantaged in the state with World Bank assistance. 

3. The project’s main challenge is to train and induct a large number of project functionaries in following four broad areas:-

1. Community Operational Manual of the project
2. Participatory identification of the poor
3. SHG formation and federations
4. Livelihood planning, preparation and implementation of livelihood projects.

4. It is proposed to engage Capacity Building agencies of national repute that have vast experience in preparing various training modules and training functionaries for large Community Demand Driven projects. Individual consultants are not eligible.

6. Interested Capacity Building agencies / firms with required experience requested to provide information indicating their qualifications to perform the services (brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc.,) 

7. A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants by Bank Borrowers ( May 2004). 

8. Expression of interest must be delivered or mailed not later than 21.3.2005 in the address given below.
