Tamil Nadu Corporation for Development of Women (TNCDW Ltd.) is the lead programme agency for the implementation of Post Tsunami Sustainable Livelihoods Programme (PTSLP) assisted by IFAD. TNCDW intends to purchase following Computers and Accessories required for the Project Offices:

Annexure – IV

Other Terms and Conditions

1. Earnest Money Deposits

Tenderers, while submitting financial proposal separately, should quote the prices for the Computers and Accessories as per the Annexure-I, II & III. The price should be inclusive of all taxes and surcharges.

The Tenderers should pay the Earnest Money Deposits for Rs.30000/- by way of demand draft in the favour of the Project Director – IFAD assisted PTSLP TNCDW Ltd., Chennai. The demand drafts should be enclosed along with the financial proposals.

2. Procedure for selection :

The firms which quote for entire 127 items as a package along with details as per Annexure I to III are eligible for selection process. The firms will submit a detailed technical and financial proposals in two separate envelops. The Technical proposals will be opened first and evaluated on the basis of following criteria:
A. Company Profile

i. No of years of standing in Computer Business.

ii. Average turnover for the last three years

B. No of Service Centres of the supplier in the Districts of Kancheepuram, Thiruvallur, Villupuram, Cuddalore, Nagapattinam, Kanyakumari and also in Chennai.

Minimum qualifying marks is 70 out of 100 in the above mentioned criteria in technical evaluation. Based on the above criteria the firms will be shortlisted and then the financial proposals of the selected firms will be evaluated.

3. Delivery Schedule

The computers and accessories required for Chennai and other six District Head Quarters should be delivered and installed within 15 days from the date of contract. The computers and accessories required for 30 Cluster Resource Centre (villages) should be delivered and installed in a staggered manner as prescribed in the supply order which would mention the validity period.

4. Payment Terms

i. 90% of the total cost of the system will be paid on the satisfactory installation, commissioning and handing over of the computer system (Hardware & Software) after testing all the Hardware/Software.

ii. The balance 10% will be retained during the warranty period as performance guarantee and will be paid only after the successful completion of the warranty period. Alternatively, if the vendor produces an irrevocable Bank Guarantee for an amount equal to 10% of the cost, the balance 10% of the amount may be released to the vendor.
